The lock comprises a locking rod (57) in a cylindrical pump cylinder lock (54). The rod can be retracted and engaged in a locking hole (311) in the steering shaft (31) which rotates in the front tube (1). This then locks rotation of the steering shaft. A support mounting (51), which is fixed to the front tube and supports the cylinder lock, has a guide (53) separated from the lock in which the locking rod slides. The external periphery of the guide front end part engages with and is welded (W3) to the internal periphery of the support hole (11) in the front tube.
