The tool is made from a metal outer shell (9) made to the required shape and acting as a mold for a fiber-reinforced concrete filling, poured in after applying an adhesive compound which has a liquid adhesive phase (13) and a solid phase (14) to anchor the concrete in place. The liquid and solid phases are applied in sequence, so that the solid phase projects partially from the liquid phase to provide an anchoring surface for the concrete. The metal shell is produced by electrodeposition in a polymer mold.
