PURPOSE: A device is provided to display a stable screen by regularizing duty rates of a vertical synchronization signal, when a user performs functions of an OSD(On Screen Display) to adjust a screen. CONSTITUTION: A circuit for converting a vertical synchronization signal in a display device starts a counter, after being synchronized to a standard data storing device for regularizing duty rates of a first vertical synchronization signal, applied from the outside, and the first vertical synchronization signal. The circuit compares a horizontal synchronization signal, applied from the outside, with the counter, and with data, which is stored in the counter, output data of the counter, and the storing device, and includes a comparing device outputting a second vertical synchronous signal according to the result. The display device operates by the horizontal synchronous signal and the second vertical synchronous signal being applied. The circuit outputs a video signal on the right spot on screen by regulating duty rates of the vertical synchronous signal.
