PURPOSE: A method for optimizing terminal operation in a digital mobile telecommunication system is provided to control a network connection request by the terminal itself conceiving load of network connection. CONSTITUTION: A base station classifies grade of network load depending on state of the network load. The grade of the network load is carried in a system information message of a broadcast channel and is transmitted to a terminal by the base station. The terminal performs operations associated with an initial call request, a packet transmission rate, a determination of hand-over and a call cancel depending on the state of the network load. For instance, the base station classifies the network grade into five levels of 0 to 4 levels. When 0 level is received from the base station, the terminal requests the initial call freely. Thus, the method decreases the network load.
