PURPOSE: An input buffer for a semiconductor memory apparatus and input buffering method is provided, which sufficiently secures a margin of a set-up time and a hold time of an inputted signal. CONSTITUTION: The input buffer for a semiconductor memory apparatus comprises: a voltage converter (211) a voltage level of an outer signal into a voltage level suitable to a semiconductor memory apparatus to generate an inner signal; a switching means (221-223) for responding to an outer clock signal and outputting the inner signal; latches (231, 232) for latching the inner signal outputted from the switching means (221-223); an other switching means for responding to an inner clock signal and outputting the inner signal; and an other latches for latching the inner signal outputted from the other switching means. Thereby, it is possible to decrease the power consumption and the occupied size of the input buffer.
