PROBLEM TO BE SOLVED: To enhance the reliability of a decision of the genuineness of a bank note by judging whether or not there is a frequency component originating from a paper making process by taking a frequency analysis of image data obtained by light transmitted through or reflected by the bank note. SOLUTION: A transmission image of a bank note is fetched and its frequency analytic data are used to check whether or not there is a frequency component originating from a paper making process in the paper of the bill. An image pickup part 2 inputs the transmission image and an image fetch part 12 fetches image data representing a gray image from the image pickup part 2. A memory 14 stores the image data fetched by the image input part 12 for the purpose of calculation. A frequency analysis part 18 finds frequency analysis data from the image data stored in the memory part 14. The result of a frequency analysis is processed by an arithmetic part 20 and the power spectrum is outputted as a table and a chart of numerals. The power chart is used to check whether or not there is a component, such as wire, originating from the paper making process and it is judged whether or not the bank note is genuine.
