PROBLEM TO BE SOLVED: To fast generate a mask pattern and to fast obtain a small circuit. SOLUTION: A computing element 21 calculates a new mask vector from the product of a 1st mask conversion matrix that is fixed by a generated polynomial and an unconverted mask vector and also calculates a new mask vector from the product of a 2nd mask conversion matrix that is fixed by a generated polynomial and the mask vector that is obtained in a 1st step when the MSB of a mask pattern is not zero. Then a shift register 23 shifts the mask pattern formed based on the new mask vector toward the MSB and outputs a mask pattern based on the mask vector when the shifted amount of the mask vector becomes smaller than zero.
