SOLUTION: In the recording system of this information recording and reproducing device 1, a cipher decoding section 182 reads out ciphered information from an information providing device, decodes it using a cipher key K[BA], and outputs it to a ciphering section 181. The ciphering section 181 ciphers decoded information from the cipher decoding section 182, and outputs it to a RAM 21. Ciphered information inputted to the RAM 21 is recorded in a magneto-optical disk 2. |
