PROBLEM TO BE SOLVED: To provide a floor heating panel to be simply manufactured by assuring a soundproofing effect similar to a normal floor material without increasing a thickness of a cushioning material for affecting an adverse influence to a sense of walking more than necessity. SOLUTION: An adhesive layer 15 is formed on an upper surface of a cushioning material 14, a wire heater 13 is wired along a predetermined heater pattern on the layer 15, and then base material panels 11 having many grooves 12a extended in a width direction on a rear surface are superposed. When the material 14 is adhered to a rear surface of the panel base material 11 via the layer 15, the panel 1 in which the heater 13 is held in a non-adhesive state on the rear surface of the material 11 is obtained.
