PROBLEM TO BE SOLVED: To readably reduce even a document in which characters of various sizes are generally included by judging a square section as while when the number of white pixels for every calculated square section is equal to or larger than a fixed threshold value, judging the square section as black when the number of the white pixels is smaller than the fixed threshold value and correcting the square section which is judged as white or black as black or white under a fixed condition. SOLUTION: A square section is judged as white when the number of white pixels is equal to or larger than a threshold value and is judged as black when the number of white pixels is smaller than the threshold value by a part 13 for judging the pixels of the square section of a binary image reducing device. As for the threshold value, n×(n-1) is adopted for a reduction ratio of 1/n. Next, the contents of a binary image are made readable even when the binary image is reduced by correcting the square section which is judged as white by the part 13 for judgng the pixels of the square section as black and on the contrary, the square section which is judged as black by the part 13 for judging the pixels of the square section as white if the square section is provided with a fixed condition by a part 14 for correcting the pixels of the square section. |
