PROBLEM TO BE SOLVED: To suppress the radiation from a fixing device and shorten the warming-up time up to the start of the next job after the set to energy saving mode by providing a sub-heater on the fixing device in addition to a fixing heater. SOLUTION: Since a fixing device requires much time until the temperature rises again, when the temperature once drops, because of large heat capacity, and the ON (lighting) time of fixing rollers 3, 4 is extended, a sub-heater 7 is provided near the device. The reduction in temperature of the fixing device is delayed by the sub-heater 7 to reduce the lighting ratio of the fixing heaters 3, 4. Although the reduction in temperature of the fixing rollers 3, 4 is delayed, the sleep mode, which is the normal of the lowest power consumption in an energy starter which is an energy saving standard, can not be necessarily satisfied. In the sleep mode, the power consumption is suppressed more than in waiting of the machine. Thus, the power consumption of the sub-heater 7 itself is set to the power consumption regulated by this sleep mode or less.
