PROBLEM TO BE SOLVED: To efficiently remove static electricity from a recording medium by providing a conductive means removing the static electricity on the recording medium, providing non-contact projection parts with the recording medium on the recording medium side of the conductive means and making the discharge easy from the recording medium to the conductive means. SOLUTION: The projection parts 13 are provided on the passage hole 12 of the conductive member, and are made to be a size not coming to contact with the information recording medium so as not to impart damage to it. By providing the projections 13, prescribed equal potential surface/electric force line are formed on the conductive member, and the electric force line are converged on the tips of the projections 13, and an electric field being more unequal and converged compared with the flat parts of the peripheral conductive members is formed there. Thus, the static electricity entering from an information recording medium insertion hole of a panel from the outside of the device when the information recording medium passes through the information recording medium passage hole 12 of the conductive member is made easy to discharge to the projections 13 provided on the information recording medium passage hole 12 of the conductive member.
