PROBLEM TO BE SOLVED: To provide a developing cartridge in which deposition of dust or flock on a shutter which covers a developing roller is prevented so that exposure of an image by an exposure means is carried out without any problems and a sharp image can be produced. SOLUTION: A shutter 21BO of a developing cartridge 21B for a black color is disposed near the optical path 8 of a laser beam for image exposure at about <=15 mm distance from the axial line of the laser beam. To prevent deposition of dust or flock on the shutter 21BO which might cut the laser beam, the shutter 21BO is formed from a permanent antistatic resin containing a hydrophilic polymer and having 105 to 1013Ω/unit sq. surface resistance.
