PROBLEM TO BE SOLVED: To prevent the decrease of quantity of ice formed in the periphery of a pipe located in the vicinity of the uppermost step of an evaporating pipe. SOLUTION: In a water tank 20 for storing cooling water, a spirally wound drink pipe 30 in which a drink passes and a spirally wound evaporating pipe 40 in which a refrigerant passes to cool cooling water are coaxially provided. Ice detecting sensors S1 and S2 are arranged between the drink pipe 30 and the evaporating pipe 40. When both the ice detecting sensors S1 and S2 are exposed in the cooling water, a compressor starts a refrigerating operation. When either of them is covered with ice, the compressor stops the refrigerating operation. Further, the compressor is continuously operated irrespective of the detected results of the ice detecting sensors S1 and S2, until the lapse of prescribed time after the operation of the compressor is started. Thus, a refrigerant having a cooling capacity is supplied throughout the evaporating pipe 40 to prevent the quantity of ice from decreasing in the periphery of the upper part of the evaporating pipe 40.
