PROBLEM TO BE SOLVED: To perform a moving vector detecting process corresponding to inputted image data. SOLUTION: A moving vector detecting circuit 12 calculates the residue between a reference block and a retrieval block at a previously set position of a retrieval frame which is read out of a frame memory 2 and outputs it to an operation control circuit 13. The operation control circuit 13 decides whether or not the value of the residue supplied from the moving vector detecting circuit 12 is larger than a threshold Th1 and a threshold Th2 smaller than the Th1 and controls a vector detecting circuit 11 according to the decision result. When the residue is larger than the threshold Th1, the moving vector detecting circuit 11 is command to perform a moving vector detecting process using a relatively wide retrieval range. When the value of the residue is not more than the threshold Th1 and larger than the threshold Th2, the moving vector detecting circuit 11 is commanded to perform a moving vector detecting process using a relatively narrow retrieval range. When the value of the residue E is not more than the threshold Th2, the moving vector detecting circuit 11 is commanded to stop the moving vector detecting process. |
