PROBLEM TO BE SOLVED: To automatically plot a polygonal line graph on which expressions (user's assertion) for supplementing explanation and for showing a basis are reflected by using the graph by a user. SOLUTION: This device is provided with a rule base 18 describing a rule for permitting the assertion to correspond to a proportion occupied by the change quantity of time sequential data on the vertical axis, a means 14 for obtaining max. and min. values from inputted time sequential data, a means 15 for referring to the rule base and obtaining the proportion occupied by the change quantity of time sequential data in the plotting range of the vertical axis based on the inputted assertion, and a means 16 of deciding the actual plotting range of the vertical axis from the max. and min. values of time sequential data and from the proportion occupied by the change quantity of time sequential data in the plotting range of the vertical axis and for plotting the polygonal line graph.
