PROBLEM TO BE SOLVED: To accurately extract a target area and the angle of the target area. SOLUTION: A coordinate instruction means 103 instructs a row for calculating a feature amount, a feature amount calculation means 101 calculates the feature amount from row data instructed in the coordinate instruction means and an end point extraction means 102 extracts the end point of the target area from the feature amount calculated in the feature amount calculating means. An end point storage means 104 stores the coordinates of the end point extracted in the end point extraction means, a rotation angle instruction means 105 instructs the angle of a rotary axis for projecting the end point stored in the end point storage means and a cumulative amount calculating means 106 calculates the projection of the end point stored in the end point storage means onto the rotary axis of the angle instructed in the rotation angle instructing means 105. A cumulative amount storage means 107 stores a projection amount to the rotary axis calculated in the cumulative amount calculation means, a rotation angle determining means 108 determines the rotation angle of the target area from the projection amount stored in the cumulative amount storage means 107 and an end point determining means 109 extracts the end point of the area from the rotation angle determined in the rotation angle determining means and the projection amount stored in the cumulative amount storage means.
