PROBLEM TO BE SOLVED: To prevent a protection channel under use from being disconnected with no condition by setting a relief route between an add node and a drop node while using a protection line opposite to the signal transmitting direction of a transmission route where any fault occurs. SOLUTION: When any fault occurs on a ring network and in the core that the spot of fault occurrence is used as the transmission route of signals and a working line is used for the transmission route, by using the protection line opposite to the signal transmitting direction of the transmission route where the fault occurs, the relief route for relieving the fault generated transmission route is set between the add node and drop node. The transmission route information of the ring network inputted from the user is transmitted through a control system network to control parts 11 of ADM devices 10 at all the nodes. This transmission route information specifies the transmission route from the add node to the drop node and the same information is transmitted to the respective control parts 11.
