PROBLEM TO BE SOLVED: To prepare an environment emergency contact source for emergency contact by originating a call with dial numbers related to input and outputting a voice synthesized sound corresponding to the dial number related to the registered call origination to a line. SOLUTION: A central processing unit 101 temporarily stores an inputted dial number in a memory 114, and when the inputted dial number is the dial number of an emergency contact destination registered for outputting a voice synthesized sound, the voice synthesized sound corresponding to the inputted dial number is selected from a synthetic sound storage device 103. A dial sending circuit 105 is driven through a public network interface 104, and the dial number of the emergency contact destination related to the input is outputted to a public network. Then, when reverse detecting signal is confirmed from a reverse detecting circuit 106, the previously selected voice synthesized sound is sent from the voice synthesized sound storage device 103 to the public network. In this case, the voice synthesized sound is exchanged by a time switch 107 and outputted from the public network interface 104 to the public network.
