PROBLEM TO BE SOLVED: To provide an information recording and reproducing device which can rerecord a broadcasting program and the like already recorded, in a recording medium for storage easily and compactly, and can reduce use quantity (the number of use) of a recording medium for storage. SOLUTION: This device is provided with a picture decoder 11 and a voice decoder 12 reproducing information previously recorded in an optical disk 9, a picture encoder 5 and a voice encoder 6 compressing reproduced information, reducing information quantity of the information, and generating a compressed information, and a recording and reproducing section 8 rerecords generated compressed information in the optical disk 9. Since reproduced information is rerecorded as compressed information after compression, a region on the optical disk 9 required for rerecording information after reproduction can be reduced, while compression and rerecord of information can be performed by one device.
