PROBLEM TO BE SOLVED: To improve the store-visit state of customers by grasping the store- visit state and taking accurate measures for store-visit promotion by recording the loading date and time of a point card as store-visit state data on the customer on a built-in external storage medium. SOLUTION: The loading date and time of the point card is recorded as store-visit data on the customer on the built-in external storage medium and on the basis of the data, customers are totalized by monthly store-visit frequencies. For example, the point card of the customer is inserted into the point card reader writer 11 of a data management part 1, specific store-visit points are added to the cumulative points by referring to a store-visit point setting file when the visit does not corresponds to user limitation, and a coupon ticket issuing device 24 issues one coupon ticket when the issue reference points of the coupon ticket are reached.
