PROBLEM TO BE SOLVED: To manage access to a CAD library so that information of the CAD library is sent out only at an access request based upon formal license without exerting any influence on access to a file which is not an object of access management. SOLUTION: The CAD library access managing device 100 which manages access to the CAD library decodes information of the coded CAD library 30 of the CAD library 30 at a request to access the information of the coded CAD library 30 based upon the formal license when the coded CAD library 30 is accessed and sends the decoded library information out to the file access request source 20.
