PROBLEM TO BE SOLVED: To reduce the loads of a reception processing server against a large amount of connection request reception in a short time on the internet. SOLUTION: This pre-processor (electronic drawing proxy server) of the reception processing server 7 receives a connection request from a connection request origin on the internet 1. A reception condition setting device 3 sets the conditions of whether or not to perform reception, relating to items such as the reception start time, a reception total number, a reception probability, the reception end time, shortest time for accepting a reconnection request from the connection request origin denied once and whether or not to give the response of denial to the connection request. A sorting device 2 refers to the reception condition setting device when the connection request is present, decides whether or not to receive the connection request, transfers the request to the reception processing server if it meets the reception satisfying conditions and thus, reduces the loads of the reception processing server.
