SUBSTANCE: device has flexible members which are located between inner and outer rings so that shrinkage ratio of inner and outer core diameters is not greater than 1:4, when information carrier is wound up over core. Goal of invention is achieved by additional clipping members which operate in radial direction, when information carrier is wound up over core.
