A treating liquid (2) containing a fluoride is added to a cleaning liquid (1) discharged from a cleaning vessel (11), to react it with fluorosilicic acid in the cleaning liquid and thereby deposit a precipitate (4) containing a fluorosilicate, which is then removed. A cleaning liquid which has been regenerated in a regenerating unit (10) is fed back to the cleaning vessel (11) and is used as a cleaning liquid for a panel (20) for a cathode-ray tube.
