PROBLEM TO BE SOLVED: To provide a bag opening seal device in which a working load of a worker can be reduced and the opening of polymer bag can be sealed rapidly, positively and efficiently. SOLUTION: A cutter 24 for use in cutting and opening a seal tape 13 is fixed to a cutter lever 23. This cutter lever 23 is temporarily prevented from being turned toward a tape cutting direction by a latch 27. An accumulating lever 31 is arranged separate from the cutter lever 23. This accumulation lever 31 energizes an urging spring 35 at a bag opening 10a when it passes through a bag opening receiving passage 11. When the accumulating lever 31 releases a latch 27, a biasing force accumulated at the urging spring 35 rapidly drives the cutter lever 23 to perform a positive cutting of the seal tape 13.
