PROBLEM TO BE SOLVED: To provide a floor vibration proofing device in particular high in sound proof performance in a frequency zone (63-500 Hz) being important in a floor shock sound countermeasure, and to excellently keep a load resistance capacity against the heavy goods such as a shelf and a piano and to keep a good walking feeling. SOLUTION: In this floor vibration isolating device, a cylindrical sealed space 4 is formed inside an elastic body 3 inserted between a floor base material 1 and a floor foundation base 2. In this case, an axial one end face part of the elastic body 3 having formed a cylindrical sealed space 4 is a base material side face part 5 located on the side of the floor base material 1, and the other axial end part is a foundation base side face part 6 located on the side of the floor foundation base 2. A mixed fluid 7 formed by mixing a fluid 7a and a powder 7b having a density more than 2000 kg/m3 is enclosed in the sealed space 4. In addition, the sealed space 4 is axially divided into two or more rooms by a plate-shaped member 8 fixed on either side of the base material side face part 5 and the foundation base side face part, and a stricture gap part 9 is formed between the outer periphery of the plate-shaped member 8 and the inside of the wall part of the elastic body 3.
