PROBLEM TO BE SOLVED: To shift a transmission smoothly even if a vehicle is running under such a state that the maximum fuel injection amount is restricted. SOLUTION: The fuel injection amount of a fuel injection pump 12 is adjusted by an electronic governor 13 and a controller 17 controls the electronic governor based on respective detection output of a car speed sensor 14 and engine rotation sensor 19. When the car speed sensor detects a prescribed car speed and the engine rotation sensor detects a prescribed engine rotation speed, the controller judges that the transmission 15 changes the speed to the highest step, and the maximum rotation speed of the engine 11 is regulated by restricting the maximum fuel injection amount of a fuel injection pump through the electronic governor. When a clutch sensor 18 detects the pedaling of a clutch pedal or when a shift sensor 16 detects the switching to the neutral position of the transmission, the controller releases the restriction of the maximum fuel injection amount.
