PROBLEM TO BE SOLVED: To prevent inundation to a building at the time of inundation by unexpected rainfall via the weight of rainfall water without using manual labor or electric power by forming a device with a rainwater receiver such as a roof, cylinders for receiving rainwater as the counterpoise additional weight, and ropes for opening or closing a water stop plate via the cylinders and pulleys. SOLUTION: This device is constituted of a rainwater receiver B such as a roof, cylinders C for receiving rainwater as the counterpoise additional weight, and ropes E for opening or closing a water stop plate A via the cylinders C and pulleys D. The water stop plate A is provided to protect a building or a work from inundation. The weight of the rainwater fallen on the roof is stored in counterpoise units as the counterpoise additional weight, and the water stop plate A is lifted via the pulleys D. The water used for the weight is drained to lower the water stop plate A. Inundation to the building or work can be simply prevented by the force of rainfall water at a low cost unattendedly even at the time of power stoppage.
