PROBLEM TO BE SOLVED: To obtain a damp-proof paper having excellent defibration properties in a defibration process in a waste paper recovering plant due to a small amount of a coated latex required to exhibit moisture resistance. SOLUTION: This damp-proof paper is obtained by successively laminating a primer layer prepared by coating at least one side of a base paper with a synthetic resin latex having <=-5 deg.C glass transition temperature and a waterproof layer prepared by coating the coated layer with a vinylidene chloride- based copolymer resin latex having <=10 g/m2.24 Hr water vapor transmission rate in the case of formation of 5 g/m2 single coating film to at least one side of the base paper.
