PROBLEM TO BE SOLVED: To make the time when a vertical roller is moved from a stand-by position to start of pressing constant by installing an ON/OFF switch valve in a pipe line for connecting an oil control hydraulic cylinder and an oil hydraulic source, and by controlling operation of the cylinder and the switch valve. SOLUTION: A fairlead fixed to a bearing box of level rollers 32a, b is reciprocated by oil hydraulic cylinders 31a, b. Oil pressure to be supplied to the oil hydraulic cylinder is controlled by pressure control valves 44a, b. Pipe lines for connecting the pressure control valves 44a, b and the oil hydraulic cylinders 31a, b are linked and shut off by first ON/OFF switch valves 45a, b. The direction of pressured oil to the oil hydraulic cylinders 31a, b is switched by direction switch valves 41a, b. A constant capacity of pressure oil is supplied to the oil hydraulic cylinders 31a, b by the oil control hydraulic cylinders 46a, b. Pipelines for connecting the cylinders 46a, b and an oil pressure source are linked and shut off by second ON/OFF switch valves 47a, b. Then, the first and second ON/OFF switch valves 45a, b and 47a, b and the like are controlled by a control means.
