PROBLEM TO BE SOLVED: To enhance the quality of the coating surface of a web, to reduce the abrasion of a rod and to also make an apparatus compact. SOLUTION: A rod 14 is preset so as to be subjected to follow-up rotation by the contact with a running web 10 and the lap angle of the web 10 to the rod 14 is set to 1-below 20 deg. to make the follow-up rotational speed of the rod 14 same to the running speed of the web 10. By this constitution, the generation of the friction between the rod 14 and the web 10 is prevented.
