PROBLEM TO BE SOLVED: To provide a reliable device for generating data concerning a position of a train, which can generates information necessary for train operating control, such as a railway on which a vehicle is present, an advancing direction, and a kind of a vehicle. SOLUTION: Radio bases 1 to 3 in a portable telephone network are arranged along a railway on which a train runs, and the train is provided with a portable telephone terminal so as to constitute a first train position detecting device which transmits train position data at a radio zone level. A loop coil type train presence detector L11 to L42 are provided to both or either one of an inlet and an outlet of each of detecting sections, and the detectors deliver detection signals to control devices 6, 7 for determining the presence of a train and a direction of entrance of the train so as to constitute a second train position detecting device for transmitting a train position data at a point level. The first and second train position detecting devices constitute a train position data generating device.
