PROBLEM TO BE SOLVED: To prevent a magnet from being rusted by increasing waterproofness. SOLUTION: Two sheets of flanges 2 made of polyvinyl chloride are mounted on a water supply pipe 1 made of polyvinyl chloride and an outer cylinder 5 made of polyvinyl chloride is disposed between the flanges 2. A groove 6 is formed at the inner surface of each flange 2, and an end part of the outer cylinder 5 is fitted in the groove and bonded. A yoke 7 is disposed at an inside space 8 between the outer cylinder 5 and the water supply pipe 1 so as to surround the water supply pipe 1. The yoke is composed of a main yoke and the secondary yoke narrow in width and combined in octagonal section. A plate-shaped magnet is fixed at the main yoke. The magnets are mounted across the water supply pipe 1 (so that N pole and S pole oppose each other) two each, at three place along a longitudinal direction while shifting angle 90 deg. each.
