PROBLEM TO BE SOLVED: To obtain a photocatalytic device capable of efficiently removing dust sticking to the surface of a body with low light energy and capable of manipulating a minute body with low light power. SOLUTION: A polymide optical waveguide layer 12 and a TiO2 photocatalyst layer 14 having ultra-hydrophilic function are successively laminated on a synthetic quartz substrate 10. When IR 18 of >=1.5μm wavelength emitted from a semiconductor laser 16 allowed to adhere to an end of the optical waveguide layer 12 propagates in the layer 12, an evanescent wave 24 is produced and its radiation pressure 30 acts on a minute body 26 on the photocatalyst layer 14. The photocatalyst layer 14 is activated by irradiation with UV 22 of <=400 nm wavelength emitted from a mercury lamp 20 and a thin water film of a molecular level having lubricity is formed on the surface of the photocatalyst layer 14 by its ultra-hydrophilic function.
