PROBLEM TO BE SOLVED: To provide a binder of a low cost having little number of components. SOLUTION: The binder comprises a base member, a pair of movable plates 18 rotatably coupled to side edges of the member in its width direction by a coupling shaft 20 provided at one edge of the member, and binding levers 22 formed at inner surfaces of the plates 18 and inserted to one another. The shaft 20 is wound or folded at one edge of the plate 18 toward the other, and formed with a through hole 26 directly above it.
