PROBLEM TO BE SOLVED: To reduce a fall of a rotation number of a prime mover at the time of a high load even when output of the prime mover is lowered, and to perform the speediest processing possible by the limited processing ability of a controller in a torque control device for a hydraulic pump for a hydraulic construction machine. SOLUTION: When output of an engine is deteriorated by change of surroundings, signals of sensors 75-82 are inputted, a torque correcting valueΔTFL by corrective gain operation parts 70m-70u and a torque correcting value operation part 70v, the torque correcting valueΔTFL is subtracted from a deviationΔTI in a speed sensing torque deviation correcting part, a valueΔTNL is added to a pump base torque TR0 to determine an absorption torque TR1, a signal is outputted to a solenoid control valve, and a servo valve for full horsepower control is controlled to control the maximum absorption torque of a hydraulic pump. Signals of sensors 75, 78, 79 for atmospheric pressure, intake air temperature, and intake air pressure are taken into a memory by input timing control parts 91a-91c for only a specified time after starting the engine.
