PROBLEM TO BE SOLVED: To retain a base isolation function as the whole building and prevent destruction of the building even in a large vibration by providing a base isolation device between the main structural part and the foundation and providing a rolling member supporting an incidental part such as a weather-beaten veranda while rolling, in the incidental part. SOLUTION: A weather-beaten veranda 55 supported by posts 12 are continuously erected at the outer periphery of a main structure 60, and casters 15 are fixed to the lower ends of the posts 12. A connection part 15a is fixed to the lower end of the post 12 in the caster 15, and a bearing member 15b is rotatably connected in the connection part 15a and a wheel 15d is pivoted by a shaft member 15c in the bearing member 15b. Further, the wheel 15d is grounded on the surface of an earthen floor concrete 17 so as to form a projected angle ofαdegrees from the fitting central axis. The wheel is formed so that the bearing member 15b rotates and changes the direction of the wheels 15d to rotate on the surface of the floor concrete 17, when an external force acts on the caster 15. In this way, the weather-beaten veranda 55 follows after the movement of the main structural 60 to prevent destruction and response of torsional vibration. Hence, the base isolation function of the building can be retained.
