PROBLEM TO BE SOLVED: To prevent an image on a printing paper from being rubbed caused by difference in peripheral speeds of a plate cylinder and a paper discharging means. SOLUTION: The peripheral speed of a transferring means 5 is set to be faster than the peripheral speed of a plate cylinder 1 to prevent jam on the plate cylinder 1 from being generated. When the area where a printing paper P is placed on the transferring means is increased and the transferring force of the transferring means 5 is increased, a position detecting means 7 detects the transferring position of the printing paper P. After this detection, a controlling means decreases temporarily the peripheral speed of the transferring means 5 to about the peripheral speed of the plate cylinder 1. The printing paper P is not slipped thereby on the plate cylinder 1 to prevent the image from being rubbed.
