SOLUTION: When the engine 10 is running, the engine driven water pump 12 operates, circulating the hot water after cooling the engine 10 between the engine 10 and the heater core 16 and the radiator 18. When the engine 10 stops, the electric water pump 14 starts, circulating cooling water between the engine 10 and the heater core 16. As a result, the heating operation is able to be continued. At this time, cooling water cooled through heat exchange at the heat core 16 is feed by the electric water pump 14. The flow of cooling water about to circulate to the heater core 16 through a duct 28 and a bottom by-pass 24 without passing through the engine 10 is stopped by a check valve interposed in a bottom by-pass 24.
