PROBLEM TO BE SOLVED: To restrict the leakage of the working fluid even at a high pressure at the time of using the working fluid having a remarkably low viscosity, and to sufficiently secure with a normal general working machinery by providing a groove part near an end of a cylindrical surface seal part of a seal block, and forming the end of the seal part into a cantilever shape. SOLUTION: When an input driving shaft is rotated for drive, pressure of the fluid sucked from a suction port 10 is raised to the set high discharging pressure, and discharged into a rear case. The high-pressure fluid filled in the rear case 2 works groove parts 9c, 9d provided in the seal block 9 at the same time. With this structure, cantilever parts 9e, 9f formed at the end of the cylindrical seal part of the seal block 9 are elastically deformed to the cylindrical seal surface side of a side plate, and surface contact of both the cylindrical surface seal parts is realized. Even in the case where unevenness is generated in the main dimension of both the seal part, sealing property in the cylindrical surface seal part between the side plate and the seal block can be improved.
