PROBLEM TO BE SOLVED: To effectively mitigate shock when the shock is given from a vehicle body side of a vehicle to a seated occupant in a seat, to keep the conformity feeling with the vehicle, to keep the excellent ride quality on the vehicle, and to provide a seat buffer device of simple constitution. SOLUTION: A seat 5 is provided with a seat base part 12 and an elastic pad 13 to be supported by an upper surface side of the seat base part 12. A plate member 19 which is located at either part in the vertical direction of the pad 13 and extended in an approximately horizontal direction is arranged in a vertically movable manner relative to the seat base part 12. Super-absorbent elastic bodies 20, 21 and general elastic bodies 22, 23 which are elastically deformable in the vertical direction and large in spring constant than the pad 13 and the super-absorbent elastic bodies 20, 21 are continuously arranged in the horizontal direction between the seat base part 12 and the plate member 10, and/or between a surface skin and the plate member 19.
