PROBLEM TO BE SOLVED: To prevent high pressure steam from being discharged suddenly into the atmosphere even when a pressure release valve is opened by external operation while the interior of a pot is in a high pressure state by making the opening area of a by-pass port provided in the pressure release valve smaller than the opening area of a steam release port. SOLUTION: When a by-pass port 23 is opened, high pressure steam in a pot is discharged into the atmosphere from a steam release port 38 through the by-pass port 23, an insertion hole, a space 37, a clearance 34 and a steam guide cylinder 33. At this time, pressure in the interior of the pot enters a wide space 37 at a breath from a small by-pass port 23, slightly lowering the pressure. Pressure to be discharged, however, lowers from the steam release port 38 whose opening area is large, and is scattered into the atmosphere. That is, high pressure steam in the pot enters the space 37 in a high pressure state from the by-pass port 23, slowed in the space, discharged from the steam release port 38 whose opening area is larger than the opening area of the by-pass port 23 without converging high pressure steam.
