PROBLEM TO BE SOLVED: To reduce the peak value of substation passage power for leveling of its effective power. SOLUTION: This device is provided with a circuit formed by parallel- connecting a battery 14 which compensates a long-period change of effective power with a DC capacitor 15 which compensates a short-period change of effective power on the DC side of an associated converter 13 fitted near the substation of a feeder wire 3 of an AC electric railway and connected through associated transformer 12, thus it is possible to output the effective power for leveling substation passage power.
