PROBLEM TO BE SOLVED: To attain comfortable air-conditioned feel for a driver in the cabin during the vehicle is stopped, as well as to exert the air-conditioning performance during the vehicle is stopped by a simple structure using existing air- conditioning system for vehicle. SOLUTION: A thermal storage cooling unit 8 in a cabin 1 is equipped with a ventilator 10 that takes in the interior air for ventilation, and a thermal storage cooling device 9 having a thermal storage pack that cools the ventilation air of the ventilator 10. In the thermal storage cooling device 9, the thermal storage pack stores heat, during the engine of the vehicle is running, by means of a thermal storage evaporator that is disposed within the air-conditioning refrigerating cycle. Further, a ceiling blowout port 20 is arranged in the ceiling part above a driver's seat 14 in the cabin 1, which blows out cool air that has been cooled by the thermal storage cooling unit 8 toward the head area of a driver 7.
