PROBLEM TO BE SOLVED: To increase water purifying efficiency by effectively actuating magnetic field to water to be treated. SOLUTION: A water treating device 10 is composed of a pipe 11 for passing water composed of a nonmagnetic member and three sets of permanent magnets 12a and 12b, 13a and 13b, and 14a and 14b attached to the outer surface of the pipe 11. The three sets of the permanent magnets 12a and 12b, 13a and 13b, and 14a and 14b actuator the magnetic field to the fluid flowing at the inside of the pipe 11 for passing the water from different three directions.
