PROBLEM TO BE SOLVED: To allow a worker to safely and easily reach an access part in a shortest time by designating a specified number of an indicator lamp group out of indicator lamps between access parts, successively flashing the indicator lamp group toward one access part side, and successively flashing the remaining indicator lamp groups toward the other access part side. SOLUTION: Indicator lamps 11 are provided between a center access 8 and an end access 9, a control device classifies the indicator lamps 11 into a first indicator lamp group 16 and a second indicator lamp group 17 according to the speed and direction of the tidal current to be measured by a tidal current meter 12, controls the first indicator lamp group 16 to be flashed toward the center access 8, and controls the second indicator lamp group 17 toward the end access 9, and a worker can easily reach either of the accesses 8, 9 in a shortest time if a worker moves following the flashing direction of the first indicator lamp group 16 or the second indicator lamp group 17.
