PROBLEM TO BE SOLVED: To reduce the weight and the occupied volume of a sound insulating structure, and improve the efficiency without lowering the sound absorbing performance and the sound insulating performance by providing a layered structure of a piezoelectric layer having a piezoelectric characteristic, a conductive layer having conductivity and laminated on at least one side of the piezoelectric layer in a surface and/or inside of the structure. SOLUTION: A sound insulating structure 1 is formed by laminating a carpet 2 formed of a carper surface part 2A and a carpet base part 2B, a sound absorbing material made of the carbon fiber (conductive layer) 3, a piezoelectric film made of the piezoelectrically processed polyvinylidene fluoride (piezoelectric layer) 4, and a sound absorbing material made of the carbon fiber (conductive layer) 13 in order. The vibration input to the sound insulating structure 1 is converted to the electric energy by the piezoelectric layer 4, and consumed by electrifying the conductive layers 3, 13 and by the electrical resistance so as to efficiently restrict the vibration to be output from the sound insulating structure 1, and lowers the noise to be generated from the carpet 2. With this structure, weight and the occupied volume of the sound insulating structure 1 can be reduced, and the efficiency is improved.
