PURPOSE: A server connecting method and system based on an active IP address are to be operated as an information providing server or a contents provider on an internet. CONSTITUTION: A server connecting system based on an active IP address comprises: a modem service client (10) for requesting a modem connecting from a client to a server; a modem service server (50) for allowing the modem connecting request from the server to the client; a PPP service server (60) for providing the PPP connecting in the server and the client; and a database server (70) for managing an IP address of the server which is assigned in active. Thereby, a user connects to the server based on the active IP address in any desired time.
