PURPOSE: A device for modulating a propeller is provided to adjust, to examine, and to maintain easily a propelling system. CONSTITUTION: A modulating device comprises:a high pressure accumulator(7) for storing a high pressured oil by receiving a hydraulic pressure from an operating oil tank(1) by a hydraulic pressure pump(2); a low pressure accumulator(6) for storing a low pressured oil in a separated location from the high pressure accumulator(7); and a hydraulic pressure cylinder(5) for raising a piston rod(51) introducing a ram according to the establishment of a hydraulic pressure line being supplied to the high pressure accumulator and to the low pressure accumulator and for containing a twofold structured inner cylinder and outer cylinder.
